Window.open download file name

I get garbled file names especially on most Japanese zip files when trying to decompress them in Windows 8 (pro 64bit). I have tried other applications (7-zip, winrar, etc) I have tried to make any of the above programs default program for zip files; I have tried to switch locale (to Japanese obviously) or use a version of applocale for windows 8.

24 Sep 2018 In many versions of Windows, the tilde ( ~ ) is used for filename isn't one for Chrome yet, but you can download the files with another browser.

I m using a Grid view to display record from database. In one fileld the pdf file name is coming from database. On clicking of file name the pdf file is opening from the server. The problem is , pdf fileis directly open in browser or popup block the pdf file. I want to open a dialog box which asks for open save cancel for pdf file. Thanks
